Yes if you want the MS and gauge to see manifold vacuum they will need to be connected.

Your TFI wiring and instructions are in section 6.3 of the manual.

The stock sensor in the ECU is no good for big boost, so maybe he used the external sensor for that.
You can also use a second sensor for barometric correction.
