I start thinking of TS after I saw this about people wish to convert their FWD cars into hybrid electric vehicles:

Just wondering why I could not find any post regarding TS controlling a modified FWD vehicles to code with the in-wheel motors modifications, such as provided by Protean Electric’s! http://www.proteanelectric.com/key-features/
With the concern ideas came through should be easily be tackled by using TS? Correct? The reasons I am interesting is, I remember MS3 have the ability to control so many inputs to coordinate with engine management, is it the only missing part is TS will not allow the auto start stop of an engine that stops people in having ideas to turn their cars into a powerful hybrid vehicle?

Is your real question whether and MS3 can control a hybrid EV?
TS will adjust the settings and capture runtime data from pretty much any controller, but it does control anything.

My real questions are the ability to add aftermarket electric wheels into normal ICE manual transmission cars, guess this will be much more complicated as TS will need to work with the possible sensor to give out throttle positions related to which powertrain is using, or further, even controlling the start stop of the engine...

I think you're confused about what TunerStudio does. It does not control anything but only serves as a user interface to configure all the different settings on the ECU. The ECU, which is a self contained electronic box with its own dedicated code and specialized hardware, does all the engine control from the data it reads from sensors and the different settings configured through TS.
And to control an electric motor, you need a completely different hardware setup because it has completely different requirements from an ICE.
If you already know all this and meant something else, I think you need to be clearer about what you mean.
