I have idea to make expansion board for MS with Electronic throttle control, cruize and other...
I try with Atmega.

I've had a look at that too, nothing to show just yet.
Before you go further, do bring yourself up to speed with the law suits against Toyota that highlighted many programming flaws in their ECU.
For a long while I doubted there were genuine errors, but from what I have read, the mistakes they made are appalling and truly did lead to loss of life. The "highwayman case" looks like driver error too though.
Be sure to consider redundancy, watchdogs and other techniques required for a safety critical item like this.
Interestingly (and suprisingly) a well known brand of aftermarket ECU manufacturer has a drive-by-wire box that does not appear to apply many of the safety features that I would consider essential for such a product.
