PWM to control clutch lock-up?

Wondering if anyone can tell me how to set this up.
I want to trigger off of my launch control switch,
Have an adjustable delay timer,
And have variable Freq. to the PWM valve to control fluid rate.
Sounds easy enough but its beyond me. Any ideas?
