MS3x not powering up

At least, it's not connecting to TS. I have followed the guide here (is this outdated?) and I get stuck at portcheck.exe. When ran it does not identify the MS3x being on COM1. I am using a USB cable and have used multiple COM's. Any help is appreciated!

Further more, I have tried on a different laptop now and still nothing.

Is there anyway to check if the MS3x is actually getting power? Should there be lights on or anything?

Went through a little bit of troubleshooting.

Harness in has power, reading 12.34v.
I have continuity from harness end to the db37 connector. This is where it falls apart.
Probing around on the 40 pin cpu connector I get nothing. Zero. U5 I get nothing, zero. On the proto area, nothing still.

Also just probing around..

Positive on pin 28 db37 connector, negative on banded end of d13, I show 60.8 with the multimeter set on 200k ohms. Other side of d13 infinity.
Banded side d8 showing 0.00, other side starts low then goes to infinity. Even on the 2000k setting, it will go past 1700 if I sit there long enough.
Right leg of u5 showing 60.7, middle leg showing same, left leg showing infinity.

Same thing, positive on pin 28.

In the proto area
GND reading 60.7, 5v reading 61.5
