TPS issues on new install

I'm using an '88 S10 type TPS on a new multiple TB install (one TPS). I have a solid ground, 5V at the grey wire hooked to pin 8 (white connector), 0 volts coming out of the blue wire #9 (white connector) unless I cut the wire, then 1-5V signal as required coming out of the sensor. I have to assume there is an issue with the computer, not accepting the TPS signal via wire 9 at the white connector.

Did I screw up the wiring? I found a diagnostic for the sensor to determine if the ground/Vref/Signal wires are in the correct pin holes, but they appear correct. Post #1 as a newb, so please speak to me like a kindergartener.

Just figured out its probably a blown fuse. Pin 9 is showing as grounded. I'll have to find the fuse and investigate further.

No blown fuse. Appears I was overzealous soldering the wire and attach the shielding to the core. I should be up and running soon.
