Replacement CPU

Long story short, I'm helping out a friend who decided to connect 12v into the sensor 5v out while trying to diagnose a TPS issue, or so I've been told.
Now it seems the CPU has an internal short (gets very hot if you feed power to it).
I believe the MS3 bootloader is not publicly available but would I be able to write the firmware directly (isp) to a blank cpu and just lose the ability to usb flash or is there more to it than that?

Any other suggestions would be appreciated.

The monitor for the chip is not available only a hand full of ppl have access, without that being put on the replacement cpu i think its not possible to flash the firmware or use the ecu in general, where are you based as a few members could replace the cpu and do the monitor for you it should still be cheaper than a new ms3 daughter card.
