cam signal question

I'm setting up my cam signal and I'm following the hardware MS3X manual. On page 136 it states that the level for phase one should be set on low when at or close to 5V (mine is 4.65V). Is this correct as it would seem counterintuitive ?

IIRC, the cam (Hall) sensor pulls the signal low when it detects the lobe.
