can't control the timing with vast

i have a ms3 v3.57 on a toyota pick up 1983 with a 2.4 liter and a turbo running 22 psi with 400 cc injectors , a 22re intake manifold and ignition system ( vast ) the engine is running fine with 15 deg base timing
i tried another ignition module and many setup but the ms3 can not control the timing , in tuner studio i see the advance i should have but the timing stay fixed on base timing
when i check the voltage on the brown dist wire i have less than one volt , is it possible the driver is bad or i dont send the right signal to the ignition module
there are 3 wires coming out the module the black red on the tach wire , one of the 2 other wires ( black white and a black yellow ) should be connected on the brown wire to control the timing
