Idle taking long time to come under control after start

Hello!

I'm helping a friend tune his car that's running the 1.4.0 MS3 firmware.

He sent me a log this morning where after the engine caught, it took about 18 seconds before the idle speed stabilized. Looking at the log, CL idle seems to keep trying to engage repeatedly before it stays engaged. I've looked through the CL idle-control settings but I'm not seeing anything that seems like it would fix this.

Can anyone offer any suggestions?
