For some reason am not getting any RPM signal am wondering if I used the right resister for the pull-up circuit
when I turn the r56 pot to get 2.5v am getting 5v no matter how much I turn it's not going Bellow 5v on r54
Resister I used is 1k 1/4watt

Are you talking about a 1k pull-up for a Hall CKP sensor? It will have no effect on the R54 measurement you are making to adjust R56.
Is this a V3.0 board that you built? Check the soldering (and orientation) of Q23, the pads for it are quite close together and there seems to be a problem with Q23 operation.
