Vats integration

Would it be possible to use an existing GM Vats system with a MS3+3x setup. The output for a good reading is a 30hz square wave but I am unsure of the voltage. The goal is to replicate the feature built into all 90's GM cars with a resistor chip where if you try to start the car without a proper reading in the ignition the car will not activate the fuel pump. The module will also prevent the starter from activating but that is not connected with the PCM.
