No run log (MSL) there, add it. Will it "not go over 1600 rpm" under load, or free-revving?

Then something is very, very wrong here. I have found that if an engine will fire and run at all, it will go well past 1600 rpm.

So, back to basics:

Have you checked spark advance on all cylinders?

Run it on one cylinder at a time to see if all are firing and seem to try to put out the same power?

Checked valve timing?

Checked compression?

When it hits 1600 is there any definite misfiring, any cloud of smoke from the exhaust?

PS: be sure to get us that MSL log...

Defiantly check timing. My 12 tooth 2jz and my buddy's 1.5j have a 5* offset to get timing correct, and that's really not adjustable unless you have your cam gears way off
Volvo 940, 2jzge, MS3Pro, daily
240Z, 2JZ, MS3Pro boost control
