I assembled my ms3 v3.0 board and I am not getting a 12v source to my cpu, pin 16. After reading other thread about where power should be I measure a few places and still cant figure out my problem.
test voltage 12.22v
s12 - 12.22
s12c - 11.53
center leg q9 - 12.22
center leg q12 - 12.22
non banded end of d3 - 12.22
left leg q5 - 11.53
banded end d9 - 11.53
s5 - 4.87
5v on proto area - 4.97
non banded end of d9 - 4.98
right leg u5 - 4.98
banded end of d19 - 4.97
pins 1, 20, 31 - 4.97
Any Ideas?

That jumper or lack thereof will not change whether you can load firmware. Please post the exact message you get or a screenshot.
Also try running http://www.msextra.com/doc/general/files/portcheck.exe

Re: no 12v to cpu
Well not quite sure what happened but went to load the firmware just now to get a screen of the error message and instead it loaded it. Weird. Thanks for your help.
