MS! v3.0pcb not geeting any communication

Ok so I have followed the manual on my assembly and recheck all caps and diodes in the building of the serial circuit and I get no echo from my ms board... I did originally install my DB9 n the wrong side and successfully removed, cleaned and reinstalled. My serial cable echos fine, but when I jump pin 12 and 13 on the processor socket and try I get nothing... Any ideas of what might have happened? I have not cleaned the board yet, but I cannot find any shorts and nothing is getting hot.

There isn't any chance U6 is in backwards?

Does the board have good power on the 5V side?

Good power, and not backwards... My processor didn't have any firmware on it, and I guess it was echoing fine on when jumping 12 and 13 on the processor socket.. It's solved now! More soldering tonight!
