newbe help new build ms1 v3.0 can't connect to cpu

Ok i have a new build ms1 v3.0 blue board , i have only built the power supply and the rs232 port so far , just testing and will move on with i finish and have passed all test ,
some more back ground , this is the 2nd board, 1st one i broke trying to desolder i part .
theses are the voltages that i have when testing

On CPU Pin 11 i get 4.01 volts?
On CPU Pin 12 i get 4.01 volts?

Are you sure it is pin 11 and 12 and not pin 12 and 13? 12 and 13 are the Tx, Rx for the serial connection.

Check this and you were right i have voltage on pin 12 /13

Then all is well. You do need the clock circuit for the MS1 processor in order to connect.
