No 5v at U1 and LED on JimStim dims when connected

No 5v at U1 and LED on JimStim dims when connected

I am having issues with my board. I am not getting 5v at any of the pins of U1. Also, if i turn on my JimStim WITHOUT it being plugged into my board, the LED "on" light is very bright. If its plugged into my board it becomes very dim, i can barely tell its on. Any Ideas?

NEVERMIND!!! D11 was backwards!
