Cranking at 250 rpm should work fine. Is that CAS thing kind of dizzy-based, turning at cam speed? If so, turning it at 650 means 1300 at the crank. Regardless, it seems you still have a real problem with that sensor system. I have found that MS works OK down towards 50 rpm crank speed, maybe even lower...

Tried another CAS on drill all the way down to 100 rpm and the signal was fine.
Crank signal perfect while cranking motor. Cam signal erratic. Tried a second starter to eliminate possibility of interference from a failing starter.
