Idle valve always fully open

I have bought megasquirt V3.0 partial kit, assembled it using parts that I have bought in a local shop, installed MS3 daughterboard and using it to run 13b-rew on my mazda rx-7. Everything works fine except one thing - when I connect idle valve my RPM rise to 2400-2500 and I can't decrease it. Board modification was made using manual, I have installed TIP127 (can't find TIP122, but as I can see it's full analog), removed D8, Q4, Q20 and other steps from manual. Checked all twice. I also have a microsquirt, when I run engine using it, I can set RPM from 600 to 2500. I also have megasquirt 1 proccesor, I tried to install it, RPM was 2500 too... Tunerstudio settings doesn't affect anything. Checked for short circuit - there is 0-1 Ohm
relative to the ground on PIN3 of TIP127 and infinity Ohm relative to the ground on PIN1-2. As I can see - problem may be in proccesor (but not in 2 proccesors at the same time) or in TIP127, am I right?

TIP 122 is NPN. TIP 127 PNP.

can't find tip122 in local shops so I have installed tip102, working fine
