MS1 V3.0 Build ( Not Connecting to pc)

I have a few ? to ask on how to trouble shoot the rs 232 not working on a MS1 chip ,
this build is a 2nd one that i am working on for a test board to try on diff motor cycles.
I have a complete and working MS2 v3.0 that when i install the MS1 Chip on i can connect up to TS all is working on that board with the MS1 OR MS2
when i try to connect with the 2nd build ms1 chip cannot be found , but if i install the MS2 chip it works just fine. the destop Pc has a Serial port so it not a usb type.
when i do the loop back it passes that .
