Battery voltage too low

Hi all

I'm in the process of putting together my MS3X. I've been following the megamanual, as i only found out after that it is out of date. My problem is when trying to connect the MS to tunerstudio after the inputs step in the megamanual, i keep receiving the error message "battery voltage too low". It i powered via the jimstim with a 12v wall socket.
Im getting 12.1V at the plug on the jimstim, but only 11.3 volts at the voltage regulator on the stim and 10.55V at the regulator on the MS. however im still getting 3.3V and 5V on the other side of each regulator and 5V to the correct pins on the 40 pin socket.

From reading other threads I've checked that R6 is the correct 10K resistor. also getting no voltage across the C30 capacitor, thats installed in the boot jumper (not sure what voltage i should be seeing here)

Check the voltage across the H1 header on the main board with the ECU powered up. It should be 1/6 supply voltage... is it?

No. Getting 0V across H1

Also not getting 12V at pin 16 of the 40 pin socket

Check the schematics in the manual and follow (with a meter) the 12V feed.
