3sgte - 3 wire PWM and On/Off valve does not work

I am trying to dial in my cold start idling. The car starts when warm and will start cold if I have even 2-3% of throttle. I cannot get my 3 wire PWM valve to work at all.

3 wire 3sgte Toyota
IDLE and VVT wiring
75hz and 99hz
I messed with the tables for closed and open loop to try and make it do anything and nothing happens. I however DO hear the valve ticking and buzzing away and if I mess with the min/max HZ then it gets louder or quieter... but does not actually do anything.

So then I tried to hook up my 2 wire on/off AC idle up valve for a fast idle... wired to Nitrous 1. I set anything below 200F (for testing since it was warmed up by now) for it to be on and it does not turn on ever. If I manually ground the wire that was going into the MS3x then it turns on and idles around 1400rpms.

What gives? I must be doing something wrong with the software or something is wired incorrectly. I would be happy with just the fast idle valve at this point...

you can test it with the output test mode to get a feel for it
1990 bmw 320i daily driver with m20b25 ms3 sequential fuel, 380cc injectors, d585 coil near plug, home made cam sync, launch control, fan control, vss, homebrew egt logging what's next????

I went to output port mode and set Nitrous 1 (where the AC idle up fast idle valve is) to turn on IF the RPMS are > 50 and Coolant Temp is <155. It works like a champ here... Basically this allows it to be off when the engine is off or if above 155F. Turns on when cranking and below 155F...

So why doesnt my actual Idle On/Off work if this works?

I didnt refresh it before I posted, so I just saw it. So this could be completely software based. Hm I will poke around.

I am pretty sure that is my error. What do I need to do? I dont follow the ".ini" part.
