This might sound kinda dumb but can I do my dead time testing via mass instead of volume?
I don't have a graduated cylinder but I do have a small scale accurate to 0.1g so if i shoot 100g of fuel for each pulse width that should be accurate to 0.1%, no?
My procedure would be to pulse at 2,3,4,6,8ms until I reach 100.0g then divide 100,000mg/X pulses to get mg/pulse. Plot it and i should get the same slope as using volume.
Fuel temp shouldn't change enough to make a difference in the 20 minutes it'll take me to do the test.

I don't see any reason why this approach won't work. In fact, it should probably be more accurate than the normal volume approach.

Mass (weight, for all practical purposes) is more accurate; volume is just more convenient for most folks.
