cold start problems

Sorry if this is in the wrong part of the forum first off I apologize first timer here .
Okay so I have a Honda civic on PNP. Car runs fine but if the weather gets below 40 degress it won't start. Just cranks and cranks. I've messed with my cranking pulse width for over a 6 months still won't start when its cold. My question is does anyone have any idea what I can do to fix this on a Honda ? Please and thank you.
