PWM closed loop idle issues - 29q2

I'm not sure if this is "working as intended" or not but there seems to be a strange issue with the PWM idle in closed loop. This has manifested itself as a result of the PWM to Stepper project I am working with and wondered if anyone can shed some light on the unexpected true dc we are seeing.

The frequency of the pwm output is changing as expected but the actual dc doesn't seem to take the frequency into consideration.
