problems with full throttle tuning

I tuned the car in 4th gear and it runs up the rpms nice and strong in 4th. But when I cruise at 15 and then punch it in 1st, 2nd and some of third, the car hesitates really bad, kind of like it's pulling the spark out a little bit. It runs really strong at 3/4 throttle, but any higher and it starts holding back (very noticeable.. it's like suddenly going from a corvette Z06 to a stock honda civic.
