tps not reading below 60%

My TPS is not reading below 60%, i tried re calibrating and same thing...any ideas...gnd, ref and sig all confirmed.

Have you checked with a DVM that the voltage output from the TPS changes smoothly as you open the throttle? Best to do this with the TPS connected.
