o2 sensor voltage problems, at AD5-1 vs DB23 vs tunerstudio

I'm having some trouble figuring out my Wideband DynoJet 2. its a 0-5 volt output for AFR

anyways, free air I'm getting 4.42 volts when checking at the relay board O2 signal checked to relay board ground, I get the same voltage 4.42v from non band end of D11 and lower end of R29. (side toward web address on 2.2 pcv) this is signal coming in on pin 23 on the DB connector.

now when I check voltage across D11 it reads 3.80 volts. (this is what the CPU is reading on pin 28)

when I load up tuner studio ms, and read o2 voltage, it shows 2.33 volts.

Using latest extra firmware high resolution
2.2 board ms1

any ideas anyone?

Do you see any voltage drop if you test on a Stim?
