Code complier newbie question

Ok I want to do a custom WBxxx.inc file. So I will need to recompile the code, correct?
I am trying to download cygwin using the setup.exe file on the cygwin website. The download sites are blank.
Got a list of all the mirror sites and no matter what I put in I get an error.
The FTP sites get timed out and the HTTP sites give me an unexpected error when downloading setup.ini.
What am I doing wrong?

What code? MS2 I presume? You can try the condensed gcc package instead.
