iac reaction time

im testing my iac on the bench one thing that i notice is that it takes about a second for the iac to move between corrections is this normal ?
i havent used a iac or a pwm valve thats why im asking
on the bench the iac is working correctly
i have to use a time step of 4ms or it wont move the iac

the reaction time depends on how your PID values are tuned.

even on warmup only its the same , could it be low voltage because i only have a 7v trasformer, im going to test with 12v
