Aren't many of the pins connected together in that breadboard? Confirm things aren't linked unexpectedly. I think it is like a standard breadboard with linked rows. That would not work as you like.

You are right. ROOKIE mistake on my end. Pins are connected "vertically"...

That board is set up so the IC "straddles" the hole-free strip down the middle.
The traces on the back provide a row of connections to each pin, works well.
Radio shack sells (or used to sell) a two-pack of similar proto boards, just larger.
