Once I have my pump and lines all installed, can I just run 12v directly to the fuel pump to turn it on and test for leaks and pressure?

Yes. That's also how I drain my fuel tanks before removing them.
Obviously, have a fire extinguisher or two handy and be careful. YOu're playing with fuel and electricity at the same time and place.
