How did you find this version? I looked at the tuner studio website and the latest is 2.1.1 and 2.0.8.

Yes, there are parts of that that are not finished yet and not fully tested or supported. That is why it is in the alpha folder. It was needed for testing with the latest alpha MS2Extra firmware though.
I do expect to have it ready for beta this week.

Anyway to the point of the OP...
That function is in the beta already. It will also be in the next release of MLV.

The smoothing factor controls how much weighting is given to the surrounding table cells vs each individual cell.
The value should be between 0 & 1.0 with
0 = 0% of the surrounding cell values are considered, thus no smoothing will be done.
1.0 = 100%, so each cell value itself is not considered, the output value is driven entirely by the values of the surrounding cells, thus this will smooth the most.

The default value is 0.7, to change the smoothing factor right click on the smoothing button.

so to use the smoothing feature then one would higlight the area that one wants smoothed or just the particular cell in question...say like you got one large or small cell inthe middle of som very differant ones....how does it work?

Yes, select 1 cell, whole table, or any set of cells. The selected cells will be smoothed, the rest left alone.

Try it, it is best of you open a 3D table next to it so you can see the smoothing.
Also as always if you hold the mouse over any changed cell it will tell you the original value in the tooltip.
