I do have the power LED lit up.
I jumped 3.3v to 5v header and jumped pin #1 of 10 pin LED header to 3 pin ground header. Nothing happens. No LED light
I do have 3.3v. When 3.3v jumped to 5v header I get 3.3v on one side of all LEDS and 1.87 on the other side of ALL 10 LEDs. This is with no jumper to ground.
My solder joints all look good with no shunts but I suspect that is the issue. Can anyone shed some light on it for me.
getting a bad taste in my mouth. First little kit with a the big MS & expansion kits in the box and I can't get this on functional.

Repeat your voltage measurement but with a jumper to ground installed. The values you mention look fine for a working setup without a jumper.
Also, you mention you jumped pin #1 but try pins #2 to 6 one after the other to check all 6 ignition LEDs.

at work now. I'll double check voltage with #1 pin to ground. If I remember correctly it was 1.86v as well.
All pins 1 thru 6 produced the same results.

It works now.
I had a bad solder at 3 pin ground header.
