'94 Ford Probe GT MSPNP Fan Control

I've been fighting with my rad/condenser fan control. For some reason both fans turn on high as soon as the coolant hits ~160F. According to the manual for the mspnp fan control in through output 1(ALED) and i have verified it is set to turn on at 187F. If I go into test mode and try to turn that output on/off the fans do not react. Also if I unplug the ECT while the fans are on (above 160F) they will shut off even though the value the ecu reads while unplugged is 180F.
